Roy Waggoner, McMinnville City Engineer since 1949, cuts a cake during a recent reception in his honor at the City Hall, while Mayor Bob Johnson looks on. Waggoner retired from the position earlier this year. City officials and employees attended the reception and presented Waggoner with a gift in appreciation of his long years of service.
